Sirisha Gopigiri 3bade9c0ed Update capm3 to 0.4.0 to fix clusterctl move BMH bug 
This PS updates the capm3 version to 0.4.0, to fix the
clusterctl move BMH bug.

BMO AS PART OF DEPLOYMENT OF CAPM3

The main goal is to deploy BMO as part of deployment in CAPM3 project. We are referencing to BMO inside the kustomization file in order to deploy BMO in CAPM3.
