Sirajudeen 3e4c228638 Add timeout flag for phase run in cli
Syntax:
	airshipctl phase run <PHASE_NAME> --timeout <time_unit>

Exmaple:
	airshipctl phase run initinfra-ephemeral --debug --wait-timeout 1000s
