Moving the OpenStack-Ansible meeting time and channel

Over the PTG, and the last community meetings, we have agreed to
move our meeting into our own #openstack-ansible channel, during
the 16:00-17:00 UTC timeframe on Tuesdays.
It also has been confirmed by email.
