Add OSOps Team meeting

OSOps Tooling and Monitoring no longer has meetings
and has been instead context of it has been pulled
into OSOps Team meeting as well. JJ Asghar and
Joseph Bajin no longer maintain the group and have
handed it over to me to maintain.

Added patch to set channel to openstack-meeting-5
