Change the date and chair of the HA guide team meetings

The last poll http://lists.openstack.org/pipermail/openstack-docs/2015-December/007999.html
was not very popular. So let's please just review/suggest the new meeting time right here.
Options are:
- 17:00-18:00 on Wed bi-weekly (suggested by this patch)
- 14:30-15:00 Monday or Tuesday weekly
- 14:30-15:00 Tuesday weekly

* Change the chair person, related mail thread
