I18n: change time and chair information

I18n wants to change even week meeting time
from 06:00 UTC to 07:00 UTC

Also, since I am I18n Ocata PTL, writing my name
in chair information is better, and also I would like to
nomiinate Kato Tomoyuki and JF Taltavull as I18n meeting chairs.
