Add meeting for policy

OpenStack policy has been a pain for operators and developers for a
long time. Discussions for reworking it come up frequently,
especially at summits. One of the action items from the Barcelona
summit was to start holding a weekly meeting to improve policy
across OpenStack. This change proposes a meeting time and
encourages others developers from other projects to come help us
discuss ways to improve policy.
