Update Airship meeting time, change chair

Following up on e-mail thread [0], and conversations on IRC
meetings [1] 2019-02-12 and 2019-02-19, moving Airship weekly meeting
time from 14:00 UTC to 16:00 UTC. E-mail notification in mailing list
will follow.

Chair of the meeting is changed from Mark Burnett to Matt McEuen.
