Sylvain Bauza 1d7d598a3f Remove no longer existing Nova/Placement meetings

When the Placement project went back to the Nova community, we no longer had
a placement meeting [1].
Also, we stopped to have an Asian meeting every month in 2021 [2] since
no contributors were there.

OpenDev IRC Meetings

OpenDev maintains an IRC meeting infrastructure.

This repository allows to book a meeting slot and publish it on:

http://eavesdrop.openstack.org/

Each meeting is described in a YAML file in the meetings/ subdirectory.

Once merged, changes are processed using the yaml2ical module to generate ical files and HTML files published on https://eavesdrop.openstack.org .
