Jeremy Stanley ea7f488679 Not all meetings are OpenStack

For some time, non-OpenStack project meetings in OpenDev-assisted
IRC channels have been tracked with this system. Update the main
page to reflect that, and update the contact info to reflect the new
state of OpenDev as well.

OpenDev IRC Meetings

OpenDev maintains an IRC meeting infrastructure.

This repository allows to book a meeting slot and publish it on:

https://eavesdrop.openstack.org/

Each meeting is described in a YAML file in the meetings/ subdirectory.

Once merged, changes are processed using the yaml2ical module to generate ical files and HTML files published on https://eavesdrop.openstack.org .
