Add devstack gate info.

Add a note about devstack gate and links to documentation for the
devstack gate under the jenkins documentation.

Also, note that the rackspace physical hardware integration test setup
is no longer in use.

Currently OpenStack integration testing is performed by the devstack

Rackspace Bare-Metal Testing Cluster
