Refactor o_p::base into o_p::template
From spec: http://specs.openstack.org/openstack-infra/infra-specs/specs/server_base_template_refactor.html This flattens openstack_project::base into o_p::template. It does not modify o_p::server. It also adds some delimiting sections as comments, and refactors some if/case statements where it makes sense. Change-Id: I95a7aa168c16f10c63723ead28504038a9845ce2 Story: 2000172
Puppet Modules
These are a set of puppet manifests and modules that are currently being used to manage the OpenStack Project infrastructure.
The main entry point is in manifests/site.pp.
In general, most of the modules here are designed to be able to be run either in agent or apply mode.
These puppet modules require puppet 2.7 or greater. Additionally, the site.pp manifest assumes the existence of hiera.
