Clark Boylan 2f261bc1ee Convert 3 of the OS guide jobs to yaml configs. 
Convert openstack-ha-guide, openstack-install-deploy-guide-apt-fedora,
and openstack-install-deploy-guide-ubuntu jobs to Jenkins Job Builder
yaml configs. Each has been converted to run in the zuul post queue as
well.

These are a set of puppet manifests and modules that are currently being used to manage the OpenStack CI infrastructure.

The main entry point is in manifests/site.py.

In general, most of the modules here are designed to be able to be run either in agent or apply mode.

These puppet modules require puppet 2.7 or greater. Additionally, the site.pp manifest assumes the existence of hiera.
