Jeremy Stanley 59306fa05f Correcting openstack-common mv to oslo-incubator. 
The earlier rename of openstack-common to oslo was incorrect; it should
have been oslo-incubator instead per the 2102-11-06 Project meeting log.
This change corrects it.

These are a set of puppet manifests and modules that are currently being used to manage the OpenStack CI infrastructure.

The main entry point is in manifests/site.py.

In general, most of the modules here are designed to be able to be run either in agent or apply mode.

These puppet modules require puppet 2.7 or greater. Additionally, the site.pp manifest assumes the existence of hiera.
