Angus Salkeld 60050bea90 Move heat and heatclient to openstack/ and change group from heat to heat-core
So move heat to github.com/openstack - yea!
(also python-heatclient)

Also use the "heat-core" and "heat-drivers" teams correctly.
(we only had a "heat" team before).

These are a set of puppet manifests and modules that are currently being used to manage the OpenStack CI infrastructure.

The main entry point is in manifests/site.py.

In general, most of the modules here are designed to be able to be run either in agent or apply mode.

These puppet modules require puppet 2.7 or greater. Additionally, the site.pp manifest assumes the existence of hiera.
