push_change_refs controls whether zuul should push its reference back in Gerrit. This might not be always wanted, for example on very busy Gerrit installation that never use the refs/zuul/* hierarchy for any purpose. Pushing back to Gerrit is now disabled by default and is explicitly enabled on OpenStack infrastructure (openstack_project::zuul). These are a set of puppet manifests and modules that are currently being used to manage the OpenStack CI infrastructure.
The main entry point is in manifests/site.py.
In general, most of the modules here are designed to be able to be run either in agent or apply mode.
These puppet modules require puppet 2.7 or greater. Additionally, the site.pp manifest assumes the existence of hiera.
