Refresh our versions of settings.json.docker and settings.json.template from upstream, incorporating our local preferences as edits to the latter (the former is included in the container image we publish but the latter gets mapped over it during deployment). Changes to the required version of node-log4js in Etherpad 1.9.4 will invalidate our custom logging configuration and error out, preventing the service from starting, so go ahead and remove it now.
