Clark Boylan cd9e56e6e6 Fix jenkins ssh key dependency in slave template. 
The jenkins slave template manifest depends on having the jenkins ssh
key variable in scope. To make this happen have
openstack_project::slave_template inherit openstack_project which
includes the ssh key variable.

These are a set of puppet manifests and modules that are currently being used to manage the OpenStack CI infrastructure.

The main entry point is in manifests/site.py.

In general, most of the modules here are designed to be able to be run either in agent or apply mode.

These puppet modules require puppet 2.7 or greater. Additionally, the site.pp manifest assumes the existence of hiera.
