Python 3.11 is coming up and running image builds for all the pythons gets overwhelming fast. We end up with so many jobs that landing any one change to our base images becomes difficult. To reduce the total count we remove builds for 3.8 to make room for 3.11. Only a few things appear to still be using the 3.8 images and their updates are all listed as depends on below.
