This adds noble to the existing ubuntu packge mirrors for AArch64. In order to not overload the AFS servers we added x86 packages in a previous change. Note that afs quotas have already been increased in order to mirror this content. Change-Id: Id56bf5775b38cb932550d4cb8250c238918e6ce3
