Mark DNS Add-on Program as Approved

The Board of Directors will meet on Feb. 26, 2018 at the PTG
in Dublin to vote on the new DNS Guideline proposal.  The Board
report can be found at:

This patchset should be merged if and when the Board approves the
new Guideline.
