Simple HTML page that renders the capablities.json file
At present, this page relies on the core_count field instead of retrieving the actualy coretests.json file. Page needs substantial CSS help, it's just a base HTML page at this time. Change-Id: Ic95f29d1b48e1af5d63e5df3d50370e0206c987b
