2015B Board Approval Status Change

Browse Source 
Reflect changes in status to 2015A and 2015B based
on Board approval (do not merge until after approved).

Also, change the name of 2016.next as part 2015B rules.
Leave a breadcrumb in case someone linked to 2016.next.
