Mark T. Voelker 3d6466ba21 Add RST file for 2015.07 to doc tree ...

Now that 2015.07 is approved, we need to have an RST doc in the
doc tree for it.  Due to the timing of a couple of other patches
landing when we moved the RST files to the docs tree, we currently
don't.  This patch remedies that.
