Ghanshyam Mann 4f3f64bd0a Create Draft guidelines for Victoria release

OpenStack Victoria is released on Oct 14th Oct 2020[1], this
commit create draft guidlines for

1. OpenStack Powered Platform
- named 2020.11.json with 'draft' status
- Using Tempest Victoria release hash
  - https://releases.openstack.org/victoria/#tempest

2. OpenStack Powered Platform add-ons: DNS
- named add-ons/dns.2020.11.json with 'draft' status
- Using designate-tempest-plugin Victoria release hash
  - https://releases.openstack.org/victoria/#designate-tempest-plugin

3. OpenStack Powered Platform add-ons: Orchestration
- named add-ons/orchestration.2020.11.json with 'draft' status
- Using heat-tempest-plugin Victoria release hash
  - https://releases.openstack.org/victoria/#heat-tempest-plugin

NOTE: No changes in tests from last guidelines.
