Doug Hellmann d189e6e2c5 remove "functional information" subheading from main toctree 
With heading level of the "Functional Information" subsections of the
two 2015 process pages the same as the title of those pages the
subsections appear in the main table of contents, even though they do
not represent a standalone document. This change lowers the heading
level to make it clear the subsections are not meant to appear in the
main table of contents.

Understanding the DefCore Guidelines

This repository contains DefCore committee managed files that provide guidance for the OpenStack community.

NOTE: Changes to file requires approval of the DefCore committee chair(s).

DefCore Process Documentation

The /doc/source/process directory contains details about the DefCore process.

The /doc/source/schema directory contains details about the JSON schema versions used to express Guidelines.

The /doc/source/guidelines directory contains RST versions of the DefCore Guidelines approved by the OpenStack Board of Directors.
