The tools/consistency.sh needs to respect upper constraints when installing plugins, otherwise we may install newer version of dependecies which aren't recommended by the constraints and that may lead to other issues. Change-Id: I29c3a3020f3d8df911b7f0a0fe91d391d3a52bba
