Chandan Kumar d410903ea6 Remove image.http_image from playbook

* let's the tool handle it itself.
* generate-tempestconf-file role uses url_cirros_image
  in test-demo-user.yaml so it cannot be removed.

Installs python-tempestconf cloned from git and generates tempest.conf which is then copied to tempest directory.
