jskunda 1d8c69a283 Update jobs for Antelope development cycle
- adds antelope zuul template
- adds stable/zed jobs
- adds openstack-tox-py39 jobs as its not part of antelope template
- removed all victioria, wallaby and xena jobs
- docs, yoga and tripleo-ci-centos-9-standalone jobs are temporarily
  marked as n-v to unblock the gate
