Update to use pip install instead of python setup.py install.
We notice recently that 'python setup.py install' does not install the packages defined in the requirements.txt file. Based on the https://bugs.launchpad.net/pbr/+bug/1341341 discussion that 'python setup.py install' is not supported in the OpenStack ecosystem, README file is updated to ‘use pip install . ‘ as recommended.
