Update refstack.conf.sample
The sample config file hasn't been regenerated for years. A few config options got changed over the years, mainly those from oslo. The file has just been regenerated by oslo-config-generator - 'tox -egenconfig'. Change-Id: I298baf65460fa4f1bb4c43dbd5d4758df35c9f18
