Dmitriy Rabotyagov 04010f4421 Ensure key and certificate regenerated when pki_regen_cert is defined

Currently we we regenerating only CSR request but certificate and keys
were left intact. We fix behaviour of pki_regen_cert by forcing cert and
key generation.
