split api.controllers.v2
The v2 module is a bit large, more than 2700 LOC, we put everything into it. This patch splits it to several modules by resources. Change-Id: I8f2b818eb7adc8435ccc59eff834fcd8e5e1d118 Closes-Bug: #1389085
