OpenStack Release Bot f74bef8149 Add Python3 wallaby unit tests

This is an automatically generated patch to ensure unit testing
is in place for all the of the tested runtimes for wallaby.

Friendly state machines for python. The goal of this library is to provide well documented state machine classes and associated utilities.
