Make sure we have our folders for uwsgi
Some package installs of the uwsgi packages aparently create the folders while others do not. So, lets create the folders! Note: This is not ideal duplication wise, but we should refactor this to be cleaner later. Change-Id: I6a9f44d31c8b1def13586b5bb5d834bb08ccb3ed
