Use WORKSPACE for requirements

Since we actually need the contents of the requirements repository
to be in sync, and we need the correct branch in CI, we need
to use a copy put in place by zuul-cloner.

The CI test playbook previously looked for the requirements respository in
``/opt/git/openstack/``. This has been changed to use the ``WORKSPACE``
environment variable when being executed.
