Mark Goddard 6a95870437 Fix XFS disk image builds ...

It is possible to use DIB to build XFS formatted disk images, via the
FS_TYPE environment variable. This fails currently due to the lack of an
xfsprogs package on the host.

This change installs xfsprogs to the host.
