While my initial intent was to remove the castellan.common.loggging module, I realised that this was only being used in castellan.common.policy. So as a consequence I ended up replacing only that in the code to start using the now incubated oslo library, oslo.policy. Change-Id: I84cb1dd01545186d87204de4c9429d5f8796645c
