1) Fixed '-' v '_' inconsistancy in configuration parameter names

2) Set external_network_id in all l3_agent.inis for a given service group
3) Write out configs on cluster-relation-{joined,changed,departed}
4) Add code to ensure that neutron objects are only relocated to other nodes in the same service group
5) Tests for the above
