Django looks for translation catalogs from directories in INSTALLED_APPS. To display translations for designate-dashboard, 'designatedashboard' needs to be registered to INSTALLED_APPS. Change-Id: Id5f0f0cb9cba455fededa622da04ed7bee313218 Closes-Bug: #1561202
