Remove deprecated PostgreSQL database driver

This was deprecated for removal in Pike. It's probably time to drop it.
Note that the 'postgresql-devel'/'postgresql-server-dev-all' packages
are retained since some packages still include 'psycopg2' in their
general requirements.
