Add 10 second buffer for uwsgi service stop

Default for systemd TimeoutStopSec is 90 seconds
and that is same for default graceful shutdown of
uwsgi service(WORKER_TIMEOUT).

Due to the Related-Bug graceful stop attempt
fails and there is no room for force shutdown.
This patch reduces default for WORKER_TIMEOUT by
10 seconds so there is a buffer to force stop the
service.
