Remove the sample configuration file for keystone
This commit just makes sure that the configuration file for keystone exists on the system. We use iniset to actually populate the values we want before we run keystone anyway. This results in a cleaner configuration file that isn't bloated with comments and help text. Change-Id: I7a1f879e9e242a11e2c4663ec116e33da28db7f5
