Jay Pipes 58d34ea9c1 Make required changes to tempest.conf build
* Echo out the tempest.conf for easier debugging
* Make sure IDENTITY_HOST defaults to 127.0.0.1
* Source and ensure openrc is available
* Ensure BUILD_TIMEOUT and BUILD_INTERVAL are set appropriately
* Set COMPUTE_RESIZE_AVAILABLE to False because QEMU does not support
