Steven Dake 2c73a001b2 dkms is unavailable on RHEL and derivatives

The dynamic kernel module system is not available on RHEL, CentOS,
Scientific Linux, or SUSE.  Make it part of the distro post-install
rather then base post-install.

Overrides:

To use a non-default URL for downloading base Ubuntu cloud images, use the environment variable DIB_CLOUD_IMAGES
To download a non-default release of Ubuntu cloud images, use the environment variable DIB_RELEASE
