Slawek Kaplonski 51d115bb3f Make nomination, campaigning and voting periods to be parametrized

This is in line with the TC charter change [1] and allows different
periods during the election to be parametrized.
Charter change allows nomination and voting period to be 14 days or more
but this patch makes also possible to change campaigning period if that
would be necessary.
