add quotes around editable requirement

quotes are needed around the repo link otherwise it will not
install, thinking the package was not specified:

  pip install -q -U -e git+https://git.openstack.org/openstack/tosca-parser.git
  --editable=git+https://git.openstack.org/openstack/tosca-parser.git
  is not the right format; it must have #egg=Package
