CI: Reset VM footprint to 2.6GB

This commit partially reverts change set
I0bfef09a5312a17be54ce5c09805f06b7c349026
where the amount of memory for test VMs was
increased to 4GB. This was because excess
junk getting stuck in the staged ramdisk
images used by CI.
