Remove translator assignments from i18n

We are cleaning out all calls to logging translation wrappers from
ironic. This patch removes the assignments of _LC, _LE, _LI, and _LW
from ironic.common.i18n. These must be removed after all the calls to
them are removed, otherwise there would be failures as the function
calls would no longer resolve. Dependent patches listed are the
other standing translation cleanup patches.
