Addresses UcsSdk install issue
The UcsSdk-0.8.1.7 have issues installing with pip. This commit address UcsSdk install issue with pip. New version of UcsSdk, 0.8.1.9 will be used. Change-Id: I0ed723d4294936eb6e87a45d0fdf41acb3dde6da Closes-Bug: #1464777
